The obvious reason for tightening the police regime was the murder in Mannheim on March 23, 1819 of the famous playwright August von Kotzebue, a radical student Carl Ludwig Zand, a member of the General German Student Brotherhood. In fact, it was a real attack, the brutality of which was horrified by many, since Kotzebue was a famous and respected person. He was distinguished for his fantastic literary prolificacy, and although the vast majority of his plays now look tasteless and ridiculous, at one time they successfully went on all European stages. In 1811, Beethoven wrote music for two allegorical plays by Kotzebue, staged in Budapest in honor of the opening of a new theater there: “Athenian ruins” and “King Stephen, the first benefactor of Hungary”.
